The Association of Innovative Pharmaceutical Industry in cooperation with the national associations of the innovative industry of Sweden (Lif), Belgium (pharma.be) and Spain (Farmaindustria), with the support of the European Federation of Pharmaceutical Industries and Associations (EFPIA), under the kind auspices of the Ministry of Health of the Czech Republic, is organizing an international expert conference on the current issue of the reform of the European legislative framework for pharmaceuticals (the so-called General Pharmaceutical Legislation, GPL).

The proposal, adopted by the European Commission on 26 April 2023, aims to improve the availability of innovative therapeutics for European patients and to ensure the EU's global competitiveness in innovation. The document includes, among others, measures to simplify and speed up regulatory processes or calls for a reduction in the baseline period of Regulatory Data Protection (RDP).

The aim of the expert discussion is to find answers to 2 key questions:

  • What role do various types of intellectual property rights (IPR) play in supporting innovation?
  • Can the current form of the European Commission's proposal achieve its goals?

The content of the conference will focus in particular on:

  • IPR and their role in terms of investment decision-making
  • incentives for drug innovation and their comparison across continents
  • the potential impact of the European Commission's proposal on the practical availability of innovative medicines for patients
